During a monthly meeting last week, the West Virginia Lottery Commission granted sports wagering and online casino gaming supplier licenses to the following companies:
- Xpoint Services
- Blackhawk Network
The two brands are expected to contribute to the gaming industry in West Virginia.
Xpoint Services receives WV online casino supplier license
After awarding Xpoint Services an online casino gaming supplier license, it seems apparent that WV online casinos are going to use the platform.
Xpoint Services is a geolocation service that is able to validate locations, connections and device information in milliseconds. Here are some of its features, according to the Xpoint website:
- Verify gathers a multitude of data points across WiFi, GPS, IP, Cellular to make informed decisions on true player location
- Fraud and risk detection mechanisms such as remote software, VPNs and other spoofing technology
- Offers precision location accuracy, prevents fraudulent players from making wagers and highlights suspicious activity
- Supporting browser-based requirements with a supporting desktop application
Xpoint Services has received a certificate into the Mountain State after Judge William Bryson of the United States District Court of Delaware dismissed a lawsuit involving another geolocation company, GeoComply, earlier this year.
GeoComply alleged Xpoint Services of infringing on its patent. A 43-page court order dismissing the case said:
“Xpoint’s motion to dismiss for ineligibility under 35 U.S.C. § 101 is GRANTED. Xpoint’s motion to dismiss for non-infringement is GRANTED as to the allegation of infringement of claim 10 of the ’805 patent under the theory set forth in Count II of the complaint.”

Blackhawk Network to be used for WV online casinos and sports betting
The West Virginia Lottery supplied Blackhawk Network with a license in both sports betting and iGaming.
Blackhawk Network is in the branded payment technology industry. West Virginia players, who wager on sports or online casinos, should soon be able to deposit or withdraw money using Blackhawk Network.
The company offers the flexibility and convenience of prepaid cards.
Though it’s unclear how Blackhawk Network and Xpoint Services will be exactly utilized within the state, it’s evident the West Virginia Lottery is welcoming the addition of new technology to help gaming reach the next level here.
